The global initiative T4P (Tribunal for Putin) was created in response to Russia’s full-scale aggression against Ukraine in February 2022. Initiative participants document events that show signs of crimes under the Rome Statute of the International Criminal Court (genocide, crimes against humanity, war crimes) in all regions of Ukraine.
The Initiative seeks to use existing mechanisms of the UN, Council of Europe, OSCE, EU, and the International Criminal Court to prevent these brutal crimes and bring those responsible to justice. We also cooperate with national investigative authorities.
A methodology for the documenting process is based on a combination of OSINT techniques and fieldwork (filming destroyed buildings, interviewing victims and witnesses, and drafting procedural documents). Each of the more than 20 participating organizations is responsible for a specific region. More than 74,000 crime incidents have been collected.
